Recently, Housing and Construction Department of Anhui Province and National Development and Reform Commission of Anhui jointly issue a document, to name Lu'an as "Water-saving City in Anhui Province". Hence, Lu'an has become the fourth water-saving city in Anhui, and is also the first city which passes the inspection. It provide favorable condition for inspection for "National Water-saving City" next year.

In recent years, Municipal Committee and Government has carried out General Secretary Xi Jinping's instruction for regulating water: "Water conservation priority, space balance, systematic regulation and two methods applied.". Lu'an is dedicated to build Lu'an into important drinking water source of Anhui, transformation development demonstration zone of Dabieshan mountain area, ecological garden of Eastern China and pilot area for national green development and ecological civilization construction. In order to develop water-saving city, Lu'an has also propose the working policy, that is "Green development, water conservation priority".

Since Lu'an launched the construction project of national water-saving city in Oct. 2013, Lu'an has taken constructing water-saving city as aim, improving water use efficiency as focus, creating water-saving enterprises, units and communities as carriers and enhancing saving water and intensive use of water as methods. Lu'an promotes forcefully application of water-saving new technology and new facilities to advocate recycling use of water. After two-year's solid construction, Lu'an builds and improves municipal water-saving management system, elevates consciousness of economic use of water and water saving, enhances water sources conservation and utilization and makes breakthroughs in municipal water-saving management.

During the inspection from 9th June to 11th June, the provincial inspection experts fully affirmed Lu'an's work. They agreed that Lu'an make breakthrough in water-saving with "high start, fast action, further intention, new method and good results". The citizen changed their attitude from incomprehension to comprehension, from doubt to support, which has add a pair of beautiful wings to ecological city.

During the short 600 days of water-saving construction, Lu'an has achieve apparent effect in saving 30 million cubic meters. Lu'an has launched the first batch of 192 units' planned water-use management. It actively organizes water-balance test and has found 46 leak points in 32 enterprises, which saves 510,000 cubic meters water per year. It has constructed and improved planned quota management inspecting index system for 52 industries, 77water-use quota and 192 water-use units. Water-use charges for special industries amounts to 100% and the charges rate for municipal sewage treatment fee arrives to 98.3%. Reclaimed water reuse develop from nothing and rain collection has been enhanced gradually. The modification of pipes network enlarges yearly and the leak rate has apparently decreased. Lu'an has successfully build 41 provincial water-saving enterprises, units and communities. The water-saving has been strongly supported in finance. The further forward of water-saving management has been carried out.

According to national criterion, the city can only apply for national water-saving city inspection when it received title of provincial water-saving city for more than one year. The issuance of "Water-saving City in Anhui Province" for Lu'an licenses Lu'an apply for national water-saving city next year.
